I am assuming that this is caused by one or more of the Legendary Pokemon that exist in these regions - they're basically the Pokemon equivalent of gods.

A similar situation has happened before, albeit nearly a year ago. Although Team Rocket may have started the problem, Lugia - the guardian of the seas - most certainly ended it.

Due to the ridiculous weather, I am very inclined to believe it's happening again.

Team Rocket invaded the Radio Tower here in Goldenrod and broadcast a signal that made every water and part-water type go absolutely mental. There was property destruction on a massive scale, not to mention all the injuries. Then, we had torrential rain and storms as Lugia awoke, driven to act by the pain of the broadcast.

Luckily, we managed to re-take the Radio Tower and stop the broadcast, and Lugia calmed down again.

These might help explain it a little better.

I don't think Lugia is behind this, given the different weather conditions.

...and we've never had a storm that lasted forty days and forty nights. The most this will last is a week.
